Windows 10: Recovering Debian WSL after restting PC

HI, I have been trying to get out windows insider and reset my PC.

After reset all my programs are gone but my files are still here, I would like to reinstall the WSL Debian from windows store and recover my previous linux files. But I am getting an error :

installed on your Windows 10, I recommend the steps suggested on this article. You might also want to check the
distros available after the installation for your reference. If you still get the same error
message, I advise that you perform a clean boot first and seek if the issue still re-occurs. There might
be a program that is preventing your WSL to be installed. However, if you still get the same issue, then the next steps is
creating a new user profile and naming it as
test. By doing so, we'd be able to eliminate the possibility of a certain setting hindering the installation.

Cannot install WSL distributions though microsoft store, only ubuntu

I have been trying to install Ubuntu 18.04 and Debian through the windows store, the only button available is "Get", but pressing it does nothing.

I have enabled/disabled WSL a few times and rebooted.

I previous had WSL preview, and then ubuntu 16.04 installed via the app store. Both are completely removed.
