Windows 10: Recovering Proprietary software from Toshiba T4700CT

l have a very old Toshiba T4700CT. It appears to work, as it has 100% power using the AC adapter, though I can't see anything on the screen (may not remember how to use it). It has a proprietary software program installed on it....using DOS operating system, Microsoft Office/Word, Act and perhaps other programs. I have all the Toshiba system discs, as well as the Microsoft/Act discs, as well as discs with the proprietary software. I also have two large binders of "specifications" from the original software developers. I would like to get this proprietary program off the Toshiba, and able to use on a Windows 10 PC. I don't know it it's better to have someone "retrieve" it from the Toshiba, or simply take the specifications binder and write a more current program. Appreciate any advice; and any leads on who might be able to do the required work. I am based in the Phoenix, AZ area.
