Windows 10: Recovery & Critical Error Codes - Windows 11 Pro

Hoping for assistance! I'm getting these Recovery Messages that my PC couldn't turn off properly, even on a full battery. And my Power Savers are set to go to sleep after time has passed since use. Error Code for the blue screen is 0x0000098. I purchased a Windows 11 pro license $99 upgrade in store, and it will not update citing error code Error code 0x80070490

Microsoft has been no help.

• Errors out after 10% with windows error message.
  
• SFC /Scannow found no issues.
  
• Flushed Prefetch
  
• Ran Cleanmgr and flushed old updates and system files as well as temp files.
  
• Ran Windows Update Troubleshooter.
  
• Ran Dism
