Windows 10: Recovery error code: 0xc000000f

My laptop is showing the error message in the photo. I do not have the recovery tools to repair my laptop, nor would I be comfortable doing it myself. So I took it to a computer repair service and they say that they tested it and there is "No Drive Detected", and that I need to buy a new hard drive. Is it possible that I need a new drive or are they just trying to sell me something? I would appreciate any assistance regarding this. Thank you.

The error code 0xC000000F is usually caused by operating system failing to read the booting configuration data. We suggest booting your computer using bootrec.exe utility by following the steps below:

• Restart your computer.
• Insert USB installation disk in the appropriate drive.
• Restart your computer again and press any key when prompted.
• Select the correct date, time, currency, language and keyboard before pressing
  NEXT.
• Click the operating system to be repaired.
• Click Command Prompt in the System Recovery Options.
• Type bootrec.exe in the prompt before pressing Enter.
