Windows 10: Recovery Form/Is there a number to reach out to.

I have been helping my grandfather try and reset their account they made over 20 years ago, obviously they forgot their password and when trying to reset it. It ends up that the phone number is the one from their old house, so texting is not an option. I have tried the request form but as the information is over 20-year-olds they are struggling to remember all the info to help get it verified. We cannot simply create a new one as this is the only email, they have used for 20 years so all of their billing info and other stuff is supported here.

That's the problem, because if he/she didn't remove the protection from his/her account it could be impossible to unlock the device.

I can only suggest you to call Microsoft Support, if you can't reach the previous owner.
