Windows 10: Recovery partion low on space

I keep getting a notification that recovery partition is low on space. My C: drive shows 1.69TB free of 1.81TB, local disk D: shows 32.7 MB of 449MB free.

Partition(?) was set up by Dell when new, under Win8. System was updated to Win 10 via online update. It would seem that there is plenty of space, is there a safe way to shift the space allocation to allow it's expansion? Was space wasted during numerous updates? Does software exist that would make the (I assume "recovery") partition allocation to be dynamic. Programmers have concentrated on security, ease and optics of use, and appearance. System task and maintenance should be more autonomous.

I really don't want to spend $ on third party software, or use time via long, drawn out procedures. I created a backup disk a while back, but the speed of updates and a general lack of time to perform "digital hygiene" has probably made that useless.

A step-by-step of a cure to this would be helpful.

I get a “Low disk space on Recovery Image” message. I erased all but one file on the D-drive but the bar still shows only 745 MB free of 18.6 GB. Any suggestions?
