Windows 10: Recovery->Reset PC and now the start button, edge browser, cortana, etc.. won't open

Hello guys. I did the reset on the pc to wipe everything including personal files and then it gave me two options: one faster wipe if I'm keeping for myself an one longer wipe if I'm recycling pc. I chose the faster one because I didn't want to wait. After boot I'm expecting to have a "new" pc, but now I can't do anything. It's a surface pro 4 from like 2017-2018. If I click the edge browser it opens up for half a second and then closes on it's own. The start button just turns blue, but never does anything and pretty much nothing else works. I've tried some solutions I've found online including restarting and ending task on Windows Explorer and also booting up in safe mode, but still can't get this to work. Some of those solutions say to type ms-config:, but when I do it says that the package could not be registered. All help is appreciated.

cortana won`t talk to me

I appreciate if you could answer few questions to narrow down the issue and to provide you better assistance.

• Check and verify if Cortana is activated?
• Does Cortana search and gives any output/result on screen?
• Is the Language and region settings set to valid value?
• Check and verify if Cortana available in your region?

Method 1:

I suggest you to try to turn Cortana off and then try turning it on back and check if she talks. Refer to the steps below to turn Off and On Cortana:

• Open Cortana.
• Click the hamburger button in the top left of the window.
• Go to Settings and click on off.
• Follow the same steps to turn it on.
• Check if issue persists.

Hi,

I suggest you to try resetting Edge and check if it helps to resolve the issue.
Refer the steps below to reset Edge.

Steps:-

• First of all launch Microsoft Edge Browser.
• After that click on “More action” option which is visible at top right side of the browser and you will see “Settings” option.
• Under “Settings” scroll down and you will see a button “Choose what to clear” under “Clear browsing data” option.
• Once you click on this option you will see list of feature like

• Browsing History
• Cookies and saved website data
• Cached data and file
• Download history
• Form data
• Password.
