Windows 10: Recovery your pc needs to be repaired error code 0xc000000e

I gave my computer to a friend to recover files after i accidentally reset my pc and he was unable to recover the files. When i tried turning on the pc when i got it back it showed this It has lenovo UEFI settings The recovery environment does not work.i have tried using a windows installation usb and it was able to get into command prompt but some of the commands i tried from tutorials on youtube did not work.

Any of the suggested key just refresh my screen. I've tried unplugging everything from my pc to see if it will launch I don't have a recovery disk. I bought a 16gb USB to download windows 10 from Microsoft but it takes me to a screen to reinstall Windows
but wont let me actually do anything because I have to access the files inside the usb and find the right thing to boot from. Also this copy of windows 10 is 2 years old I bought the disk and lost it in the move to my new apartment so I don't have an access
key I've contacted customer support and they weren't much help with the matter

I'm just trying to turn my computer on please help
