Windows 10: RECOVERY

Discus and support RECOVERY in Windows 10 Installation and Upgrade to solve the problem; I done a factory reset on my lap top because i forgt the password.     I done a factory reset on my lap top because i forgt the password. And while it was finishing up it came unplugged and the battery isnt that good n it so it died. well i finally got it to the home page but none of the apps work when i click on one it gives an error message This app cant be opened Store cant be opened using the built in administrator account. Sighn in with a different account and try again. HOW DO I FIX THIS?

    For thouse who CAN help...:I can't enter adb (device not recognized), can't flash using stock recovery (don't really know the steps and stuck at triage and dead android when in recovery),
