    Files are permanently deleted even though recycle bin properties is set for them to go to recycle bin

    I have a two week old win11 computer. I set up recycle bin so I get a warning when deleting files. Recently, I noted that when I delete files, the warning is that they will be permanently deleted. And I no files recently added to the recycle bin (except for one empty folder and one shortcut). I confirmed that the recycle bin properties are set with "remove files immediately" unchecked. Although this is not an office computer, my office IT suggested doing the following

    Go to Start > Click All Programs > Accessories;

    2. Right-click Command Prompt > Select "run cmd as administrator".

    3. Type: rd /s /q C:\$Recycle.bin and hit Enter.

    4. Reboot the computer and then you can reuse the Recycle Bin again.

    I did and it didn't help.

    Then I logged on to a local account I had created and the delete works there, i.e. message asks about deletion, not permanent deletion and files show up in recycle bin.

    I've tried searching the web and so many hits are about changing the properties (as noted, mine is correct) or how to permanently delete or undelete, and few seem related to my problem (except one that involved a reinstall:

    and I really hope to avoid all that.

    My deleted files are "always permanently deleted". the option to send files to recycle bin is greyed out. I prefer to have the files go to the recycle bin, but I can never do this.

    Recycle Bin properties are greyed out on my system. I prefer not to delete files permanently.

    Recycle bin permanently deleting files even if option not selected.

    When I drag an item to the recycle bin, I am asked (I selected the option) if I want it permanently deleted. I checked the properties of the bin and for the local disk, I selected 'Custom size' instead of 'Don't move files to Recycle bin. Remove file immediately when deleted' so this shouldn't be happening.

    The settings seem right so I don't understand why it doesn't behave accordingly.

    Any suggestions, please?
