Windows 10: Refund

So, I bought Minecraft for the windows and it won't install. So, I bought JAVA and the Minecraft launcher won't load, it says "Make sure you're connected" along with, "Then try updating again, we weren't able to update Windows." I was just hoping if I could get a refund for the Windows one and could get help with JAVA as well.
