Windows 10: Refurbished PC account login restriction

I purchased a PC from Dell Refurbished which came with Windows 10 pre-installed. Unfortunately, this was a custom image from the previous business that had the device. I reinstalled Windows with a bootable USB stick. When asked to log in after a factory reset, I am still restricted to use an email from the previous user's domain. There is also no way to log in "offline" as this feature is not available.Is there a way to completely reset the computer so that I use it as if it is a completely new machine? The PC is a Dell 5820 Tower. I am not sure what I can do. Thanks in advance.

Can't login to my windows 10 PC

  Are you trying to login to Microsoft account or local account?

  If its Microsoft account are you able to login using the web interface?
  

I suggest you to use the on-screen keyboard and try to login. Follow the steps below:

Click on the Ease of Access icon at the right bottom of the screen and select On-screen keyboard and check if issue persists.

School Account added restrictions to PC. Removed school account, but restrictions remain... How do I remove them?

I previously used a school account on my personal PC which added restrictions to my PC. I've since removed the account, but after restarting the restrictions remained (things like backup settings, device manager, policy settings).

Is there an extra step I require to do?
