Windows 10: Regarding the issue with microsoft photos not working i fixed this by doing the following...

To create a new local admin account, open admin Command Prompt and run these commands:net user USERNAME PASSWORD /addnet localgroup administrators USERNAME /add Note: Replace the placeholder text "USERNAME" and "PASSWORD" with the new user name and password, respectively.Login to the newly created account and see if you can install and use Photos.

Issues with Microsoft photo editor

2. Are you aware of any changes made on your computer recently?
   
3. What exactly happen when you try to use the Photo editor?
   
4. Which version of Windows are you currently using?
   

I understand you are facing issues with Photo editor application, if you are using the Photo editor app which is downloaded from Microsoft Store, I suggest you to refer the following article and try few troubleshooting
steps to fix issues with Photo editor
and check if that helps.

Microsoft has replaced Photo Editor with Microsoft Office Picture Manager, a new photo editing and cataloging program in Office 2010, in Office 2007, and in Office 2003.

If the application has been removed from your PC, when you install Microsoft Office 2010, Microsoft Office 2007, or Microsoft Office 2003, I suggest you to refer the following article to reinstall

Photo Editor and check if that helps.

Windows 10 Microsoft Photos has stopped working.

Hi Roger,

This issue often caused by a corrupted files. For us to have your Photo app working, we suggest that you restore Photos app package by following these steps:

• Click on Start.
• Type PowerShell, and select Windows PowerShell
  from the list of result.
• Type this command and press Enter:
  • Get-AppXPackage -AllUsers | Foreach {Add-AppxPackage -DisableDevelopmentMode -Register “$($_.InstallLocation)\AppXManifest.xml”}
• Restart your computer. Check if the issue persists.

Are you able to follow them?
In post 29 was the suggested dism repair command.
