Windows 10: regsvcs.exe preventing laptop from sleeping or turning display off

My laptop now does not turn off display or go to sleep after the specific time in the power settings. When i run powercfg -requests, it tells me the followingISPLAY:[PROCESS] \Device\HarddiskVolume3\Windows\Microsoft.NET\Framework\v4.0.30319\RegSvcs.exeSYSTEM:[PROCESS] \Device\HarddiskVolume3\Windows\Microsoft.NET\Framework\v4.0.30319\RegSvcs.exeI cannot find the regsvcs process anywhere in the task manager, process manager, etc to turn it off. Pls assist urgently.

• What is the current Build and Version of your Windows 10 PC? To know these information follow these steps:
  

• Press the Windows key + R.
• Type Winver.
• Press Enter.
• A small box will appear showing the current Build and
  Version of your PC.

link. This will also show you the update history for Windows 10.)

• Are you getting any error messages? If yes, kindly post it here.
• What troubleshooting steps have you taken so far?

Laptop Display is not turned ON when Waking from Sleep

One more bug in my project to run Win10 on an older HP/CPQ CQ60 model. All working ok now except for a consistent, replicable problem with Display being turned-on when awakening from Sleep mode. The display is just shown in Device Mgr as a PNP Monitor device, which is pretty standard for laptops. HP lists no .inf file for the monitor. When awakening, I can easily get display on an external monitor, but the laptop's own diplay is simply off. No other issues showing.

Is there a Registry entry I can make to "turn on display when awakening" or something? I don't see any relevant power settings that would affect the right behavior. I've replicated the problem a dozen times with no misses, so it is very consistent.
