Windows 10: Reinstalling language pack failed after the latest build

Hi, my windows got updated to the latest build 22621.1848, after that I could no longer use chinese input, which were available before the update. I then uninstalled the language, and tried to add it back, but the installation stopped half way and never go any further. I then try to uninstall the language pack and try to install back, but it the installation doesn't move. I tried to remove it from Temporary files, but it won't delete the pack. The process just stuck forever. I also tried Disc Cleanup tool, it said removed, but when I open Disc Cleanup again, the language pack is still th

Language Pack Fail to Install

Dear Members,

I just purchased Surface Pro4 and try to install Japanese language pack.

However, during install language pack, it is keep "fail" to install.

I searched web for this trouble and tried following steps.

1. Reinstall Windows from USB Recovery made from Surface pro4.

2. Reinstall Windows from USB Recovery made from downloaded image from Microsoft WEB.

3. Try "sfc /scannow" command in “Command Prompt”. Note, sfc said there are corrupts and still remain some of them are not corrected.

Non of these steps were help to install language pack.

Could someone Help me?

Trying to change display language but "No language pack available"

I understand that you are unable to download the English language pack.
I suggest you to follow the steps provided below to download the language pack.

• 
  Press Windows logo key + X key.
  
• 
  Click on Control Panel.
  
• 
  Double click on Language.
  
• 
  Click on Add language.
  
• 
  Double Click on English language.
  
• 
  Click on options on right hand side of the English language pack.
  
• 
  Click on Download and install language pack.
