Windows 10: Releasing files in Windows

Is there a way to get a file released from being shown as “in Use”? Often I will go to move a file to a different folder or delete it and will get a message saying the file is open or in use when it clearly is not. Sometime’s it will show the name if the program that is using the file but that program has already been closed. Other times it won’t tell you the name of the program that supposedly is using the file or that it is open in but when all programs are closed with the exception of File Explorer it is clearly not open or in use.Is there a way to get the file released without rebooting th

Windows 10: In the new version of Windows, Explorer has a section called Quick Access. This includes your frequent folders and recent files. Explorer defaults to opening this page when you open a new window. If you’d rather open the usual This PC, with links to your drives and library folders, follow these steps:

• Open a new Explorer window.
• Click View in the ribbon.
• Click Options.
• Under General, next to “Open File Explorer to:” choose “This PC.”
• Click OK

could someone please list the steps they follow to install windows with a dual core processor and windows xp service pack to. I'm reletively new to amd dual core and i feel i'm missing a step. All help will be appreciated. thanx
