  1. Removed keyboard language returns after restart/logging out of user and logging in

I have 2 keyboard languages that I use: ua and en-us. When i log out and login back or restart pc, ru keyboard returns by itself, even if it was removed. The most interesting part about this, is when I try to go to settings and remove it, there's only ua and en languages that shows up, I have to add a ru keyboard and remove it, but after restart, it returns again. I changed administrative settings so theres only ua and en languages, I tried to use the registry hack, still no luck. It was the problem even before updating a pc to 22h2 and updating to it didn't change anything. What should I do?

    :)
