(Presuming a digital cameraRemoving SD Camera Card from USB socket on Computer Case :)

1- Remove the SD card from the camera.

2- Put the SD card into the SD card reader in your computer -or- buy an accessory SD card reader with a USB cable to attach to your computer.

3- Copy the picture files from the SD card to your computer.

downloading the photos from my camera to my laptop, I am running Windows 10.

    1. Plug your camera into your computer using the USB cable and open File Explorer

    2. Remove the SD card from the camera and insert it into the card reader slot.

If your computer doesn't have a card reader then you can buy a USB card reader from Amazon

If you have accomplished the Safely Remove of the card just go ahead and pull it out, that's the way the feature was designed. Works for USB drives of various types also. The main idea of the feature is to assure Windows or any program using the devices have finished writing to them, prevent data loss.

The "Safely Remove" appears at the bottom right of the screen (as an Anouncement) only after the card is closed. From that I assume that Windows is implying that to remove it before that announcement could cause problems, but after is OK. So no need to shutdown the comp.
