Removing the "EstimateSpeedUp" unwanted program from Windows 11

Hi, there is an unwanted program "EstimateSpeedUp" in the account used by a family member on my Windows 11 machine. It cannot be deleted through Settings > Apps. It is not visible from the Administrator account, even in safe mode. Any suggestions for getting rid of it?

    :)

  2. Add Remove Programs in Windows XP doesn't finish loading program list?!

Add Remove Programs in Windows XP doesn't finish loading the program list (It never even starts displaying any programs) and I believe it may be that a uninstall program messed up completely and Windows can't figure out what programs are installed because of it. What is the problem? Please?

Removing an unwanted driver from programs and features .. failing.

I had a nokia mobile phone, years ago (2011), and used the PC to get some updates for it (a feature of the internet and phone data environment of the time). To do that I had to install a cable driver, which nokia happily supplied. That showed in the programs and features list. And in 2011 I was running XP3 on the PC.
The nokia phone is long gone, and the PC has been upgraded several times since - twice for OS updates (win7_64, and win 10, and once for a new motherboard), but this Nokia cable driver persists in the P&F list. The install date shown in the following image is crazy - the 1 Sep 2020 date is the date I updated win10 to 2020h1.
I've tried to remove the Nokia cable driver from the P&F list and gotten a driver not found error - screenshot

A search of the normal location for such utlilities finds nothing, however a search of the system drive found the missing dll, screenshot, and this is where the 2011 date (above) comes from

Lastly, I've done a registry scan looking for anything Nokia, and found a number of entries, screenshot

In this image there isn't anything specific about the nokia cable driver, but it was the only thing I ever used on the PC from nokia.

Is there any way I can get over that missing dll error to remove this persistent and unwanted driver item???

Current PC afflicted by this is running windows 10 21h1

Why did the startup window get cleared?

I didn't missed any step, the list was gone and gone , even after using lot of programs the programs were not listed in that list.
