Windows 10: Repeated shutdowns and cannot log-in

For the past few months, I’ve had this problem where I turn on my computer, the keys light up and then turns off. This cycle goes on until it turns on properly and goes to the lockscreen. After that, I cannot log in because of repeated shutdowns. I have tried to turn of fast start up as recommended by other users, however, it did not work and in fact made it worse. Recently, this has happened 3 times in 3 days. I have not had this persistent problem before I turned off fast start up. Even with fast start up on, it happens from time-to-time. The message after putting in my PIN is “This sign-in

Somebody else is logged in at shutdown

I have the same message when i shutdown and restart, since updating to 1709, win 10 pro,
i don't think someone is actually logged in, hope someone know more...

Step to reproduce:

A

logut

on the login window select shut down or restart

the message appears


B

turn on pc

on the login window do not log in

select shut down or restart

the message appears

 

Restart and shutdown do not function from START button

If I select restart or shutdown from the log in screen, they work. Both also work from safe mode with networking.

Nothing obvious in the event log.

Any suggestions for the next step?
