Windows 10: Required Privilege not held by client in regards to IGCCTray.exe

Hello,For a while after booting up the laptop, I am getting this error.I am getting this error after the latest Windows Update.I do not know what privileges are required for the IGCCTray.exe to run but the continuous pop-up of this problem is irritating.Can you help troubleshoot this problem?

In the past week or so I have on occasions but not always been getting the message “ A required privilege is not held by the client” as screenshot below whenever Windows 10 Home launches.
Why and what does it refer to?

Hello. I am running Windows 10 on my PC and I have recently started getting an error message. The error occurs when I try to open some .exe files, but not all. The message reads "a required privilege is not held by
the client". I can`t find a solution, and I only found a couple of people who have the same problem.

in windows 10 computer a required privilege is not held by the client so I cannot download certain things. What does it mean and why? Thank you
