Windows 10: Requiring instruction on how to open a panel from Windows User Interface, as to attempt an...

Greetings,

If anyone can be so kind as to indicate where a specific settings panel is located and found through the User Interface of Windows?


I am talking about a panel labeled "System Configuration" and I explicitly stress out that with this title it is not meant the so well known "msconfig" that can be found also in the Windows Administrative Tools.

The one I am referring to, consists mostly of a sub-panel that goes with the title "Kernel Run", and it looks like a mis-centered tetra-clockwork, intricate and finely simple, where in the middle of it lies the indication of "Kernel : 1.00".


I admit this is being looked desperately by me to be opened, as I have found it once and then I was unable to track back its location, however I tried.

The outcome that is being attempted to, is to unconventionally tweak the performance of the computer by toggling the 1.00 indication to 0.77 so as to be rendered accurately the playback of media players.


The actual problem of which I am unable to elicit support either from Microsoft or any manufacturer has been exposed previously in this Question submitted by me for the community, in the following address:

Hopefully somebody will be able to provide instructions to open that Panel? Or suggest also any precautions or tips in doing so?

Step 1: Opening Control Panel in Windows 10.

  Open Run command box by simultaneously pressing Windows and R keys (Windows + R).

  Control and then press Enter key to open the classic Control Panel.
  

Step 2: Access Control Panel in Windows 10 from desktop.

• 
  Right-click on the Start button (Windows logo button at the bottom-left corner of the desktop) and then click Control Panel to open the same.
  

Step 3: Launch Control Panel using search.

• 
  Open Start menu or screen.
  
• 
  In the search box, enter Control Panel and then press Enter key to open the same.
  

Note: You can quickly access the search with the help of Windows + C hotkey.

Step 4: Create Control Panel shortcut on desktop.

• Right-click on desktop, click New, and then click Shortcut.
• In Type the location of the item box, type the following path.

explorer shell:ControlPanelFolder

• Click Next button.
• In the Type a name for this shortcut box, type Control Panel, and click Finish button. You can now double-click on the Control Panel icon on the desktop to quickly launch the same.

Step 5: Pin Control Panel to Start or taskbar.

• 
  In the Start search box, type Control Panel.
  
• 
  When you see search results, right-click on Control Panel entry and then click Pin to Start to pin it to the Start menu or screen.
  

Note: Clicking Pin to taskbar will pin the Control Panel to taskbar.

Windows 10 NOT Opening

In this situation, I suggest you to create a new user account and check if you still face the issue. To create it perform the steps mentioned below.

• Press Windows key + R key, Run window opens.
• Type control in the open box and clickOk.
• Control Panel windows opens.
• Click on User accounts and Family Safety.
• Click on User Account and then click on
  Manage Accounts.
• Now click on Add a new user and follow the instructions.

Now check if the issue persists in the new user account.

• When you attempt to open Control Panel, does the windows closes immediately?
• What troubleshooting steps have you done so far?
• Does the issue persists when you open Control Panel on a different local user account?
