Windows 10: Reset Windows 10, Laptop stuck in bootloop at HP post screen

I did a windows reset with the option to remove everything and install windows using a local install. Everything seemed to be going fine, progressed to 100% then restarted. Now it's stuck at the HP logo with the spinning circles making 1.5 rotations then the laptop reboots. It's been doing this for about 2.5 hours now.

Hi everyone,

I installed windows 10 on my system and everything was working fine, however I decided that I wanted my install to be fresh and clean, so I went into the reset options and reset my system to delete all files, however at around 5% it said the reset had failed
and now my computer is stuck in a BootLoop that wont even get to the recovery screen, it gets past the bios screen, then goes to a black screen then resets the system.

Any help would be appreciated.

My laptop: HP STREAM with Windows 10

I was trying to free up space on the tiny 28GB C: drive and must have done something stupid.

When powering up, the HP logo appears as usual, but then the screen goes black. A few seconds later, the HP logo reappears - then black. This continues over and over.

I did not create a System Image or Recovery Disc when I bought this notebook 4 years ago, but I have backups on a separate USB drive along with a "copy" of the entire 28GB C Drive.

I have another new HP Stream for which I made a System Image and Recovery disc.

My question: How can I first rescue the old HP from this bootloop and then restore the machine to a functioning tool? My knowledge and skills are low to medium.

Note: A computer tech said that a partition on the C drive was "corrupted".
