Windows 10: Reset Windows 10 stuck at 64%

I am resetting my surface pro 5. The reset was stuck at 64%, whenever the progress reaches 65%, the laptop will reboot and the progress will return to 64%. I read some advice in the community https://answers.microsoft.com/en-us/windows/forum/all/windows-10-installation-stuck-at-65/58f46571-c92b-40f8-a1f9-93dca1a852b6 and tried to enter safe mode by manually rebooting the laptop three times. However, no matter how many times I shut down the surface pro manually, I still can't enter safe mode. I then try to perform a clean install of windows 10 by using a USB drive, but the surface did no

• Even after resetting, does it still get stuck at 64%?
• What other troubleshooting steps have you tried so far?

I have the same problem, Windows 10 upgrade is stuck at 64%.

I tried your suggestion with USB stick but nothing happened when I inserted the USB into ASUS Laptop it is still at 64%

Do you have any other suggestions please?

I have this exact issue at the moment. The factory reset is stuck at 64% and no, the answer given wasn't very helpful AT ALL. The screen is still stuck at 64%, what's the next step i should take? Should i manually force the PC to shut down and start it back
up? Urgent, thanks.
