Windows 10: Reset windows stuck

I have start to reset my laptop from 2.30 p.m until now. now is 4.38 p.m here. but it still show "OK, we got through this part of setup". Can someone tell me what should i do with this?

Stuck at 64% after reset.

could someone please list the steps they follow to install windows with a dual core processor and windows xp service pack to. I'm reletively new to amd dual core and i feel i'm missing a step. All help will be appreciated. thanx
