Windows 10: reset

I tried to reset my hp laptop. It said “There was a problem resetting your pc. No changes were made”. After this is stays on a blue screen for ages before asking me to choose an option. From this point ive tried everything. Ive tried to all of the options, it wont reset due to the same problem, i cant enter safe mode the way it says on the website and if i try to continue it tells me theres a problem and needs to restart but then says it cant start correctly and goes back to the options screen. Have no idea where i go from here, tried looking on the suggested link but its useless as i cant enter safe mode. Going round in circles and cant go to any shops for help due to the lockdown. PLEASE HELP!

Thank you john for all of your help i decided to get the usb my computer came with and factory reset it i didnt have anything that personal or valueable so its ok thanks for the help though i appreciate it

When you finish testing the Avast suggestion, make sure that you restart your machine.

Then if the issue persists, please return to the trouble shooting list in post# 89

I think there are three steps that remain; the WU troubleshooter, reset WU components, and manual WU reset.

Your list confirms my phone is eligible, Lumia 521. The windows Insider App fails after ~ 15 seconds, restores data and gives me error 80073cf9. I trouble shot this and went thru all the steps mentioned on several websites including MS without any luck. Short of a hard reset, this is where I am now. Suggestions appreciated.
