Windows 10: resetting PC with Windows 10 Pro gets stuck with OOBEEULA problem

I tried resetting an old Dell laptop with Windows 10 Pro I bought the upgrade 25 Dec 2019. It took a very long time but is now stuck on a blue screen which says "Something went wrong, but you can try again. OOBEEULA". I assume this refers to the "out-of-box-experience" and "end user license agreement"There is a "Try again" button, but that always leads back to the same screen. Trying Ctrl-Alt-Delete does nothing, and nor does Ctrl-Shift-F10 nor Ctrl-Shift-ESC. Powering off and restarting brings me back to the same place.Actually this machine is so old/slow that I only want to be able to reco

I hard reset my laptop. Then I'm stuck OOBEEULA and need defaultuser0 password. What should I do? Badly need help
