Resource Monitor Firewall Status shows Not allowed, not restricted

In Resource Monitor under Network then Listening Ports all ports belonging to the System are shown as having Firewall Status "Not allowed, not restricted". This is despite the ports being open and associated services working correctly. There are rules in Windows Defender Firewall that allow these connections and inspecting wfpstate.xml confirms these rules are active.I suspect this is just a visual bug, but I would like somebody to confirm.I have this problem on Windows 10 and Windows Server 2019.

    Windows10 firewall. No manual decisions?

Sadly, this did not solve the issue.

List of allowed apps has been reduced and looking at Resource monitor I see most ports listed as "Not Allowed, Not Restricted" (including some system processes), but also all I still don't get notifications for new apps and apps that are not in firewall rule
list still seem to work just like before reset.

I've done system restart after resetting firewall.

Windows Firewall - how to allow access

I believe that my firewall is blocking access to Family Tree Maker / Ancestry / MacKiev SYNC - I can't see any reference to any of these names in the allowed list ....

I can't see any way of adding to the allowed list

    Any suggestions ?

Firewall no longer allowing "Allowed" program on Inbound Rule

I have this problem on Windows Server 2012 R2. There is a program that previously functioned properly with a program rule in the firewall. The rule remains, but the Performance Monitor indicates "Not Allowed, Not Restricted" and the program cannot communicate.

The links in Arthur's post do not address a firewall rule that is no longer functioning.
