Windows 10: Restart and blue screen during Windows 11 installation

My PC had a problem and it kept saying diagnosing your PC and it never go away and I couldn’t get to windows so I decided to format my PC after format when I download the windows from the USB device the PC restarts causing it to start over from the select language page and sometimes it gives me blue screen instead of restarting and I made sure that the hardware system is perfect and the flash drive not broken . To give more info Im trying to install Windows 11 pro I tried downloading from rufus and microsoft web page My PC specs are CPU:Intel Core-i9 14900K GPU: Asus TUF RTX 4070 Ti Super Rams

Since none of the troubleshooting steps here worked, I'd suggest you do a Clean install.

windows xp installation and dual core am

could someone please list the steps they follow to install windows with a dual core processor and windows xp service pack to. I'm reletively new to amd dual core and i feel i'm missing a step. All help will be appreciated. thanx
