Windows 10: Restart loop

So yesterday i installed latest windows 10 update and now i am stuck in the loop. I already tried windows 10 recovery on usb but i simply can not boot from the usb. Nothing boots up. The recovery environment also does not boot on my windows. It shows the loading circle for few secs and it just reboots again.
