Windows 10: Restart takes eternity

I recently built a computer and the shutdown and boot time takes only 5-10 seconds but when I try restarting it from the start menu it takes almost 4-5mins. I seriously don't understand how to fix this issue. Thank you in advance

Hard drive/ OS issue

• shutdown
• unhooked HDD
• restarted
• yay !!
• reconnected HDD
• restarted
• yay !!

Thanks for your patient help and analysis, zbook. I'll step through some of your suggestions over the next few days - there's a lot to do and some look a bit hairy! That is, for a PC that is working sweetly right now...

One step I did try right away was to answer your question about whether my BIOS is up-to-date. I had no success at the AMI site but did get some info from this commercial site:

Chrome wont install- eternal downloading bar

• Hello all, I uninstalled chrome because it would not open. It currently will not install, just shows an eternal downloading bar. I have windows 10. Tried downloading it a few different ways , No luck. Any solutions?
