Windows 10: Restore failed because a disk which was critical at backup is excluded

I am booting my laptop from a usb drive and trying to restore data from a system image recovery but i run into this error can anyone help me out ErrorRestore failed because a disk which was critical at backup is excluded. To continue you need to either remove the disk from exclusion list or detach it from machine or clean it using DiskPart utility, and then retry restore. If you cannot clean or detach it then change the disk signature using DiskPart commandUNIQUEID DISK ID. 0x80042415

Backup Options: Lists of Folders to backup or exclude

Settings - Backup Options has lists of folders to back up and folders to exclude. I want NOTHING in either list. But all I can do is ADD to those lists. If I add a folder to EXCLUDE, it goes off backup and appears in EXCLUDE. But that's NOT what
I want. I just want to delete all folder names from those lists. There doesn't seem to be a way to delete a listed folder. What am I missing? Thanks.

I hope I managed to answer all your questions.

The pc only had one local drive so can I assume the Image file restoring process will repartition the hard drive back to the single partition?

-The restoring process will create the same partition size as the original disk that you created the system image.

I assume I need to check the USB box to exclude it, but why is the hard drive available to be excluded?

-By default disk that contains the backup that you are using is automatically excluded. How you can restore a system image to any disk including disks from another computer, all disks connected to the computer are listed in the Exclude disks option.

Does the Image File restore process have to format and repartition the hard drive or can the system and data files just replace what is there?

-The system image is a clone from the disk, to restore the image the disk needs to be repartitioned and formated. To restore the data files without the need to format you need to use the Backup option.
