Windows 10: Restrict non-admin user from accessing one of his own folders but allow his app to access

Hi all,Let's say a Windows computer has 2 users:Admin userNon-admin userIn the non-admin user account:There is an app that reads and writes to his Videos folderHowever, the non-admin himself cannot access read, write or delete that same folderMay I know if the admin can make such an arrangement?

Preventing access to modern app

Ive been tasked with preventing the children from accessing instagram. I've got it listed in my windows hosts file and internet options/security/restricted site but the windows 10 app is still allowing access. Any suggestions other then deleting app which can just be reinstalled?

As mentioned, permissions are used to grant or restrict access.

System32 is not actually restricted for read access, the USERS group has Read & execute, List folder contents, and Read access by default. Anyone, standard user or admin can see its contents. Its a few of its sub-folders that are more restricted.
