Windows 10: Right after start up, my monitors brightness is very dim.

after I turn on my gaming pc, my monitors brightness for some reason is very dim, this happen most times but sometimes after start up the brightness is perfectly fine, but I also found out that when I restart my computer, my monitor is always dim afterwards no matter what. When this happens I am able to brighten it back to normal by turning on and off the “use HDR” option in the display in windows settings but its really annoying doing this all the time when this happens. My gaming pc is two months old and it is self built, but I have never had this problem before and this all started like pro

Dimmed brightness

I have a problem with the dimmed brightness. my monitor always dimmed when I view something that have a low brightness. I change the dimmed brightness setting, turn off the adaptive brightness but my monitor still dim. I'm not sure its a driver issue as
there is no update for my display driver. I am using hp pavilion g4 with intel hd graphic

• Click the Windows logo; then, search for Control Panel.
• Select Hardware and Sound.
• Choose Power Options.
• On the next screen you should see brightness slider at the bottom of the Control Panel window.

Laptop Screen Brightness is not the same as Secondary Monitor's brightness

After I installed windows 10, I noticed that the screen brightness on my laptop's screen was dimmer than the brightness of my secondary monitor. Not dim enough to suggest a problem with the lamp, but just dim enough to be annoying, as though it was turned
down in the settings. I went through and tried to change the screen brightness, but it failed to be effected. Is there anything I can do to fix it?
