Routine for installing KB3189866 mui download

The desktop is stuck at 45% for this upgrade. The MSOffice downloads are listed as installed.
I have found the command prompt to stop the system update but I haven't applied that as yet.
I couldn't get into the Windows Catalog with Internet Explorer 11 to download this update for manual install A special install was required and it did not succeed on the desktop.
So I went to the laptop which is a home version. That went very swiftly and now that file is sitting in the downloads folder.
I have not gone into the Settings/Update on the laptop.
I wish I had not done that on this desktop.

Where should this msu file be sitting for the install? (i.e. use it from the downloads folder or place it elsewhere?)
Is it a double click to run it or is it an administrative command prompt?

Can I stop the desktop (original a win7 pro)update frozen situation and use the same msu download in the desktop?
The desktop has been sitting at 45% since 9.30 this 9/14/16. There is approx. 13400Kb in the distribution folder.
I tried shutting down and starting again but that made no difference.

To date there has not been any issues with updating. I have manually upgraded with an .iso but this is a first for a patch update.

    :)

  3. Update KB3176938 Breaks my Windows 10 Anniversary Edition 1607 - Solved

    Solved!

Downloading and installing KB3189866 has seemed to clear all the previous issues of KB3176938. I have not yet detected any new issues with KB3189866.

KB3189866 was downloaded and installed manually as it hung in auto update.

Would someone mark this as "Answered" for me as I can't mark my own post? Thanks.

    I found instructions at Winaero
It references using at the administrative command prompt wusa.exe and the path to where the file is stored.
Likely for simplicity move the file from downloads to a created directory on C. Suggestion is C:\updates

Search for "news.softpedia.com/news/how-to-fix....". Click on KB3189866. Worked fine for me. Did virusscan, no issues.

I haven't searched out that article yet but I'll mention that I did do much last night. The end result was I re-discovered the right click command on the start menu. RUN browse for *all files* and that extensive file name installed. I had practiced typing it for use at a command prompt = ERRORS each time. So when people write 'run the file' THAT is exactly what they are doing. Right click, RUN.<LOL!>
The stand alone file downloaded swiftly, installed smoothly without error according to sfc /scannow. The Setting Update cleared itself so no deletion of the software distribution files.
The update setting was avoided totally on the laptop but I looked there afterwards and saw that a Flash update was on the list so I did a stand alone for that at the Adobe site.
While reading the desktop logs for the whole process I noted words that said the KB couldn't be continued because the desktop had been shut down. It had not been in the time frame of the log. Hours later I did give that a try with no success.
The whole thing was an interesting experience but once was enough <grin>
