Windows 10: RPC server unavailable

I migrated a hard drive from a customer's older HP ProBook to a new Lenovo P15s and I continue to get a "RPC server unavailable" message when signing in to the local user account. I wait 5-10 minutes and it logs in just fine. I have checked to ensure the services are running automatic and performed Windows all-in-one repair, I am still experiencing the same error. The system was already operating UEFI on Windows 10, prior to the migration. I am not sure if it is related, but I also attempted to force through a 21H1 update from USB and it continues to error out, telling me it cannot determine i

I can confirm my Credential Manager starts.

Firewalls and ports:
You mention firewalls. Are you using any security software besides Windows Defender?

How to resolved "RPC Server Unavailable" - and no recover options !?

I have multiple external USB devices.
I just added another (a fourth drive) and
the VSS stopped, causing Disk Management not to report anything about my drives and not allow me to rescan them.










I restarted VSS and tried to rescan my drives. This resulted in "RPC Server unavailable". The service says it is running, but offers no restart. It also has all recovery options greyed out.











Cannot add or scan any of my former external drives now.
Suggestions?
