Windows 10: rror 3371: Could not initialize license properties". quick books

I have been trying ti install quick books on Win 10 and every time I try I get: "Error 3371: Could not initialize license properties". quick books tech support said that it is a windows issue. Does anyone have an answer? thanks

Windows 10 just was updated but now my quick books 2013 does not work? Can I make it work and get my files back or did I loose my ab data?
