Windows 10: Run-time Check Failure #3 the variable 'hMonitorEvent' is being used without being initialized

I have just tried to reset my PC in windows 10, started the process and after a while this attached screenshot popped up and i couldn't proceed further.I have tried clicking, "ABORT" "RETRY" "IGNORE" still couldn't proceed any further.Please anyone able to help as my laptop is now unusable.LAPTOP SPEC: Lenovo Yoga 3 Pro 1370Windows 10.

System environment variable won't stick

Running Win10 Home on an Acer Spin 3, 64bit, i7cpu. I try to add a path to the system environment variables by:

1. Control Panel > System > Advanced system settings > Advanced tab > Environment variables

2. The "Environment Variables" window opens.
3. In the "System Variables" pane I select "Path" and click the EDIT button.
4. A list of the current system paths is displayed.
5. I click the NEW button, browse to the path I want to add which is "C:\Python36-32" and click OK. The path "C:\Python36-32" is added to the list of current system paths.
6. I click OK and am returned to the "Environment Variables" window.
7. I click the "X" at the top right to close the "Environment Variables" window.

Now if I click the "Environment Variables" button again (end of step-1) and repeat steps 2-4, the new path I added in step-5 is gone. IOW, adding a new path won't stick.

What am I doing wrong?

Method 2:
Run DISM Tool.  

DISM
will
restore any Corrupted System Image
that causes the
issues
on your icons and applications. To perform
DISM, follow these steps:  

• 
  Run
  Command Prompt as Administrator.  
  
• 
  Type the following command:  
  
  • 
    DISM.exe /Online /Cleanup-image /scanhealth  
    
  • 
    DISM.exe /Online /Cleanup-image /Restorehealth  
    

NOTE:
This might take a while to finish scanning.
Do not cancel.

Method 3: Perform a Custom Installation of Windows

Custom installation
works like installing your
Windows 10
again. Performing custom installation will
replace
those
corrupted system
files
and
system image files
that causes the issue to occur with a new file. Kindly refer to the

Note:
Kindly make sure to
backup
all your
important files and folders
to
prevent
data loss.

the third party software is by LG Elect. its a 25" wide screen when a app called split screen. I had uninstalled and reinstalled it. They told me if did not work to call Microsoft. Its been work all this time for two years, them Monday morning I turn on
the computer a get the error message. here is a screen print of the command runs and got a error on it.
