Windows 10: Running WIN11 ver 23H2 build 22631.3527 constantly getting Install error - 0x800700c1

Running WIN11 ver 23H2 build 22631.3527 constantly getting Install error - 0x800700c1 when tring to install 2024-07 Cumulative Update for .NET Framework 3.5 and 4.8.1 for Windows 11, version 23H2 for x64 KB5039895 I have resized my recovery partition to 500 MB and run trouble shooter and nothing seems to work. What it the working procedure to fix this issue?

I have got the error 0x800700C1 and could not update KB3115259, KB3167685, KB3163018 & KB3149135 since a week ago. I tried both you two methods but the result was the same. I don't wish to follow hbja to go back to "Factory Setting". Can you help me sort
it out with other solutions?
