    First post was removed - not sure why. It's flaired now.

    Just dealt with a safeboot loop with my Windows system and had to do a fresh install to get out of it. Now there's a windows exe called Runtime Broker that is spiking my CPU usage from 4% to 85% every few seconds. I can hear my exhaust span spinning high to try to accommodate the spike.

    I've tried online solutions of disabling the tips & tricks setting, and turning off all background apps, but it has not fixed the issue. I'm only using one app from the MS store, which is Skype for Business. Closing this program does not stop the spiking. I closed programs one by one, and it appears the culprit is Photos. Every time I launch Photos app, Runtime Broker spikes the CPU to 85%. And it continues doing so while the app is open. My CPU is no slouch either:

    i7-8700K @ 4.7GHz

    GeForce RTX 2080ti

    ASUS ROG Strix Z-370 Gaming-E

    Corsair 16GB @ 3200MHz

    Samsung 970 EVO 1 TB Nvme m.2

    EDIT: Microsoft Photos can't be uninstalled from the system. How do I fix this?

    EDIT2: Found this community post from 5 years ago. The proposed solution is a registry hack. So this bug never got fixed??

    Runtime Broker high CPU usage

    I found that if I just don't minimize the groove music app then runtime broker doesn't eat my cpu. So temporarily I don't minimize the groove music but it's very ridiculous that minimizing the app cause cpu usage by runtime broker. I hope microsoft fix
    this issue with grove music.

    No I don't have anything like that. My library is just a folder that contains music and none of the subfolders are shared.
