    I get a 'Runtime error 216 at 77038131' pop-up whenever I try to access 'Settings' in the Notification Panel, in Windows 10, if I click 'OK' on it, it then lets me in to 'Settings', but how can I get rid of it..? I note a number of 'solutions' when I Google
    'Runtime error 216 at 77038131' but I'm hesitant to download/ use what appear to be suspect/ commercial fixes. Would welcome advice/ step-by-step solution from a Certified Microsoft Expert...

    Thank you for providing a detailed explanation and a screenshot of that issue. As of now, please follow the below methods to troubleshoot and check if the issue persists.

    Method 1: SFC scan.

    Please to try perform System File Checker (SFC) scan and check if it helps.

    System File Checker is a utility in Windows that allows users to scan for corruptions in Windows system files and restore corrupted files.
    1. Press Windows key + X key.

    2. Select command prompt (admin).

    3. Type the below command:

    Sfc /scannow

    If the issue persists, please refer to the below step.

    Method 2: Safe mode with networking and clean boot.

    Step 1: Safe mode with networking.

    Safe mode is useful for troubleshooting problems with programs and drivers that might not start correctly or that might prevent Windows from starting correctly. Safe mode starts Windows with a limited set of files and drivers. To start your system in safe
    mode follow the below steps:



    1. Press and hold Shift key and restart your Computer.

    2. Select Troubleshoot.

    3. Select Advance Option.

    4. Select Startup settings.

    5. Follow the on Screen instruction.
    6. Select safe mode with networking from the list of options that will follow.

    If the issue does not occur in safe mode then place the computer in a Clean Boot and check

    Step 2: Clean boot.



    Putting your system in Clean Boot state helps in identifying if any third party applications or startup items are causing the issue. You need to follow the steps from the article mentioned below to perform a Clean Boot.

    If this program is already installed: Skip the installation and run only the scan!
    Download and install: Please download Malwarebytes' scanner to your desktop.

    • Double-click mb3-setup-consumer-3.x.x.xxxx and follow the prompts to install the program.
    • Click Finish.
    • On the Dashboard, click the 'Check for Updates' button.
    • After the update completes, click the 'Scan Now' button.
    • A Threat Scan will begin. Please allow it to progress through the scanning process.
    • When the scan is complete, if there have been detections, click Quarantines Selected button to allow the program to clean what was detected.
    • In most cases, a restart will be required.
    • Wait for the prompt to restart the computer to appear, then click on Yes.

    How to get logs: (Export log to save as txt)

    • After the restart once you are back at your desktop, open Malwarebytes once more.
    • Click on the Reports tab > Scan Report. (if you have done more than one scan in the past, select the most recent that shows the Date and time of the scan just performed. Press View Report button.
    • Click 'Export'.
    • Click 'Text file (*.txt)'
    • In the Save File dialog box which appears, click on Desktop.
    • In the File name: box type a name for your scan log.
    • A message box named 'File Saved' should appear stating "Your file has been successfully exported".
    • Click Ok
    • Find the log on your Desktop and Attach that saved log to your next reply.
