Windows 10: RuntimeBroker.exe, Unregistered Class Please help me :(

I have a problem, whenever I try to open the root folder of a start menu icon I get this Error:

[Help] explorer.exe unregistered class, taskbar not working

I've had this problem before, but since it's come back it means I never really fixed it, just avoided it.

My Start menu and taskbar are not working. Any attempts to use Control Panel result in a textbox saying "explorer.exe unregistered class"

• Tried sfc /scannow, it says it found corrupted files but that it can't fix them.
• Tried making a new user account, finally made it but the main account is still broken. If I transfer my files without doing anything else it will most likely just happen again.
  
• I can't access any Control Panel options, including System Restore. I could use cmd/powershell, but that's what I did the first time, and that didn't fix it. The System Restore option actually aborted halfway through and told me it didn't work properly,
  yet it restored the taskbar's functions. And then it broke again.
• Tried reinstalling the Windows apps with Get-AppXPackage -AllUsers | Foreach {Add-AppxPackage -DisableDevelopmentMode -Register "$($_.InstallLocation)\AppXManifest.xml"}. It went fine until it got to Cortana, which is not available in my language, and then
  it got stuck at 20% and never left that.
• Tried a DISM fix with DISM /Online /Cleanup-Image /RestoreHealth. It got to 20% and it aborted.
• Other solutions found in both forums and subreddits have not worked.

My computer is a Dell Inspiron 14 2620. This has happened twice before. I managed to fix it both times, one of which was yesterday, but then it happened again today. Not to mention that fixing it made me have audio problems until I
reboot the computer, which means it took two reboots to make it break again.

I'm tired. If this happens a fourth time I'm just going to go back to 7. I've had a really bad experience with 10 in these last months.

Since you have tried most of the troubleshooting steps, I would suggest you to perform a repair upgrade using an installation media and check if it helps. Repair upgrade is done when the system starts causing different issues. Performing a repair upgrade
will not remove or delete your personal files. Refer the steps given by Andre Da Costa on

How to: perform a repair upgrade using the Windows 10 ISO file

Note : Choose the option to "keep all files" during the upgrade.

Runtimebroker DCOM server appears twice

I have just noticed that I have 2 DCOM servers named RuntimeBroker having two different AppIds but pointing to the same runtimebroker.exe :

HKEY_LOCAL_MACHINE\SOFTWARE\Classes\CLSID\{2593f8b9-4eaf-457c-b68a-50f6b8ea6b54}

and

HKEY_LOCAL_MACHINE\SOFTWARE\Classes\AppID\{9CA88EE3-ACB7-47c8-AFC4-AB702511C276}

HKEY_LOCAL_MACHINE\SOFTWARE\Classes\CLSID\{D63B10C5-BB46-4990-A94F-E40B9D520160}

Which one ?
