Radeon HD 2600 XT graphics card problems after W-10 ver 1709

I have exactly same issue: Dell XPS 630i with ATI HD 2600 XT. After the latest Windows 10 upgrade, display goes into sleep mode immediately after loading.

however I am able see in ‘safe mide with networking’.

Windering if any one tried adding older version of dot net as some suggested.
