Windows 10: Safe Search is locked on for all browsers until 10pm

My Safe Search settings are locked on, and if I visit a 'dodgy' site directly, I get hit with a 'ERR_CONNECTION_TIMED_OUT'. Interestingly this goes away after 10pm which immediate makes me think there's some Family Settings somewhere.This all happened after a windows update. I'm using windows 10 still. Since then I've uninstalled AVG and just use windows defender now, but that didn't solve it. I have scoured the settings for any parental controls but I can't find anything.Other devices work fine on this network, and I've contacted my internet provider and they've confirmed that they're not doi

Is there any Browser locking software to lock down browsers?

I did try that, it only locks the password manager as far as I can tell, there are no settings to keep the browser itself from opening and being used. So I'm not sure what the article is explaining.
