Windows 10: safely transfer the files

hello guys,
I have a toshiba laptop having windows 10 which wont boot up .
I tried using peppermint os 8 ,just like it mentions on sevenforums.com , which had worked rather well on my dell laptop running on windows 7 , when i needed to transfer files from a failing hard disk .
On the toshiba laptop it just show me the initial page giving out various options such as try peppermint os which i clicked on , however it started showing errors in dos format of something regd ssd .
I needed your help on this matter on how to go about this situation so i can safely transfer the files .

If you want to transfer all your contacts at once, you can only do that via site below;

Outlook.com - Microsoft free personal email

The other option would be to transfer them manually one by one via email attachment, or write them down.

Check, if you can find some of them on SIM card, that will save your time.

There is no way to transfer your contacts without access to your account. Hand copying them from the phone is the only way if they are still there.
