Windows 10: SafeSearch and Restricted Mode universally enabled [Cannot turn off]

They both turned on last night and when I go to turn them off like a quick Google search suggests, it will instantly turn itself on again.


This applies on Incognito mode (which regularly does not happen), on every browser, and all the regular search engines like Google, Yahoo, and Bing, all unable to switch them off.


So far the only solution I come up with is using a mobile hotspot which negates all of the above and lets me use YouTube again. Does not change SafeSearch though.


Why exactly has this happened? I'd blame my connection but my phone uses the same one and it has no problems. It can turn on and off Restricted Mode on the same account and it has no SafeSearch. Only on PC on my connection does this problem happen.


Odd things to note: Restricted Mode does not appear to be on at all, nor is the lock. But it still functions as if it were enabled and locked.

Turning off SafeSearch is different for every search engines and turning it off will not any filter adult contents, so it might not be safe if there are minors around. Here are different steps in turning off
SafeSearch:



Cortana

• Click “Windows” icon, then the gear like icon for “Settings”.
• Choose Permission & History.
• You’ll see radio buttons under SafeSearch, select your desired permission.

Family settings impacting safesearch

• What browser are you currently using?
• Does the issue happens to all browsers in your PC?
• What search engine are you utilizing when the issue occurred?

Youtube Restriction Mode won't turn off

I have a question. When I go into my browser, Edge 16, and go to YouTube, it says I have restricted mode on. I log into my account and switch it off (this is from the side menu on the right side of the screen). (This is strange,
because I never switched it on) So when I go to the video I want see, it says it is still enabled, at the bottom of the screen. I click that button from "on" to "off" and it never seems to turn off. it still says:

I never made a "lock" or put restricted mode on. Now I do have Net Nanny but that program is not preventing it, as I have full access to the internet. We had a Microsoft Family Safety setting but has been removed

Sorry for the weird text sizes. I'm still learning how everything in this browser works. So, basically I'm asking, how do I turn off restricted mode off? On all the videos I've watched, I'm supposed
to be able to click, "Lock Restricted Mode for this Browser", log into my account and turn it off. Although nothing happens when I click it, screen just flashes and same settings appear again. So frustrated!!
