    No, the second installation is like installing on a second computer, if it does not have a qualifying license already on the drive or a product key not in use, you will need to have a full version Windows 10 license in order to activate it.

    Technically yes, but be aware this is not in strict accordance with EULA.

    Having said that I have seen MS support suggest that as a way of running Insider versions alongside a release version.
