Windows 10: Says updates are available, but Downloading updates stays at 0%

    Because I don't like to take chances on Windows Updates being needed while I'm bringing my computer to school or work, I sometimes do Windows Updates manually at convenient times so it won't interfere.

    Today, it occurred to me that I didn't need my Win 10 laptop for much, so it'd be a good time to do updates. When I go to the "Windows Updates" tab within Settings, the right column says:

    Update status
    Updates are available.
    ______________________________________

    Downloading updates 0%
    But it just sits there and 0% doesn't start counting upward.

    If I click on update history, it says that it did a number of updates four weeks ago.
    I could see that there might not be anything new for it to upload in only four weeks,
    but the concern is that it says "updates are available" yet the 0% never goes up
    and the bar above it stays gray (I would think that's a status bar that should change; not certain;
    I'm simulating it above using underscores, but it's thicker than that).

    Is the "Updates are available" line just wrong?
    If not, why are no updates downloading and installing?
    I've checked it both within the "Active hours" and outside; no difference.
    Side note: I can't change the active hours. It says 8-to-5. If I change the number from 8 to 9,
    it sets back to 8 as soon as I click off the number (either onto the form or by clicking save).
    So I can't change the active hours at all.

    Hi Dan,

    Turnaround time for downloading updates will depend on your internet connection, and also the number of updates that you need to download. If a certain update is too large in size, then definitely the download time will be longer.

    As far as the download happened on your end, I believe the download speed is normal.

    There is one (and only one) case where I've seen that behaviour. Two conditions have to be true for this to be your problem. First, you have set a Metered Connection. Second, you have just got the Anniversary Update to version 1607. There's a bug in the base level AU that ignores the fact you have a metered connection and doesn't say 'we'll download when you're not on a metered connection, or you can download now' with a Download button to start the download. Instead it appears to start the download, but the metered connection prevents anything from being downloaded.

    If that's the case for you, then turn off 'metered connection' and the download will begin. This bug was fixed in one of the early updates, so you can turn metered connections back on once you've been updated.

    If you're trying to set 8am to 9pm that's correct behaviour - you can only set active hours for a maximum of 12 hours.

  5. Resolved. Your solutions were so over my not-so-techy head that I thought, before venturing into what they mean, let me try rebooting and doing it again. That allowed it to find the files that needed updating and installation. A second try after that said "Your device is up to date".

    As for the active hours page, I learned that you can't click off the dial or just click save.
    You have to click a check-mark under the dial for it to notice that you changed it.

    So, mercifully, it all works well now (I think) without having to delve as deeply as it seemed I would. Whew!
