Windows 10: Scammed

So, I just bought a brand new computer, (I should also make note, I dont know much about computers), I logged in to my microsoft acct, and then I got a pop up saying to call a number, because there was something wrong with the iP address and locked the ip. So I called a number i assumed was legit. I gave them access to the computer. I realized it was a scam, but as soon as I realized it, the scammer shut my computer off (after turning on the camera) and now I cant get it to turn back on. Should I take it back to where I bought it? If the computer is off, does it affect anything else? I also changed my microsoft password because that's the only thing I logged into.
