Windows 10: SCEP Certificate enrollment initialization for WORKGROUP error when running GTA V

Hello I have been trying to recently run GTA V and then it just bluescreens on me and then restarts. How to fix SCEP Certificate enrollment initialization failed?

How do I fix SCEP Certificate enrollment initialization failed on a Windows 10 Pro laptop that connects with other personal Windows devices through a personal workgroup not using Windows Server on any devices? The devices in use are Windows with OS accounts with the same account names and passwords to connect between the devices.

SCEP stands for Simple Certificate Enrollment Protocol and is a certificate management protocol that helps IT administrators issue certificates automatically. This error code may occur if the client computer cannot find the correct IP address or if the Hosts file contains a static IP address. Go to Search and type %Hosts% and press Enter. See if there are any IP addresses or Domain names that don't belong. Attached is a normal Hosts file.
